NEWS: South Korea Introduces Streamlined Tax Refund System for Cruise Passengers to Boost Tourism Convenience

Cruise passengers visiting South Korea will soon benefit from a significantly more convenient tax refund process, following the announcement of a new in-city refund system by the Korea Customs Service.

The initiative, effective April 6, 2026, is designed to simplify tax-free shopping and enhance the overall travel experience for international cruise visitors.


Under the updated system, foreign cruise passengers will be eligible to receive refunds on Value-Added Tax (VAT) and individual consumption tax for qualifying purchases made at designated duty-free and tax refund–participating retail stores across the country.


Faster, More Accessible Refund Process

The new arrangement allows eligible cruise travelers to obtain immediate or near-immediate refunds on tax-excluded goods. Refunds may be processed either:

  • At designated city refund counters before departure, or

  • At seaport refund counters during cruise embarkation procedures

This marks a major shift from previous procedures, which required cruise passengers to rely on more limited or less accessible refund options.


Closing a Long-Standing Policy Gap

Until now, the streamlined tax refund system in South Korea primarily served international visitors arriving by air. Cruise passengers, who typically enter the country under short-term shore-excursion permits rather than standard immigration entry, were excluded from these benefits.


The revised policy addresses this disparity, bringing cruise tourism in line with existing air traveler refund processes and expanding convenience for short-stay visitors.


Supporting Tourism Growth and Efficiency

According to the Korea Customs Service, the reform is expected to significantly reduce waiting times at customs clearance points while improving the efficiency of tax refund processing for cruise tourists, many of whom have limited time ashore during port calls.


The change is also seen as part of broader efforts to strengthen South Korea’s appeal as a cruise destination by improving visitor services and encouraging higher retail spending during stopovers.


Strong Cruise Tourism Momentum

South Korea has seen steady growth in cruise tourism in recent years. Approximately 810,000 international cruise passengers visited the country in 2024, and authorities anticipate that number could reach up to 2 million visitors this year, underscoring the sector’s rapid recovery and expansion.
