NEWS: Cambodia, Laos & Vietnam Unveil ‘Three Countries, One Destination’ Plan

Tourism ministers from Cambodia, Laos and Vietnam will convene in Ho Chi Minh City in late August to review progress on the ambitious “Three Countries, One Destination” initiative, a regional tourism programme designed to strengthen cross-border travel, enhance visitor experiences and position the three neighbouring nations as a single, integrated travel destination.

The ministerial meeting is expected to assess the implementation of a joint action plan aimed at increasing both intra-regional and international tourism through closer cooperation in product development, marketing and travel facilitation.

At the heart of the initiative is the creation of multi-country tourism packages featuring coordinated three-day itineraries in each of the three countries. The packages are intended to showcase the region’s diverse cultural heritage, natural attractions and unique visitor experiences while encouraging travellers to extend their stays and explore multiple destinations during a single trip.

A key component of the long-term strategy is the proposed introduction of a cross-border visa arrangement, which would simplify travel between Cambodia, Laos and Vietnam. Officials believe a more streamlined visa system would make the region more attractive to long-haul international visitors seeking seamless, multi-country travel experiences.

The three governments are also working to simplify cross-border travel by reducing administrative barriers and improving immigration procedures at land border crossings. Easier movement between the three countries is expected to boost regional connectivity, stimulate tourism spending and support local economies that depend on visitor arrivals.

To increase awareness of the initiative, the countries plan to undertake a range of joint promotional activities, including familiarization tours for travel trade representatives and media, as well as cultural festivals, sporting events and food tourism programmes. Private-sector tourism businesses, including airlines, tour operators, hotels and travel agencies, will be encouraged to participate in these marketing efforts and develop new cross-border travel products.

The regional initiative complements broader bilateral cooperation between Cambodia and Laos. Separately, the Lao Ministry of Information, Culture and Tourism and the Cambodian Ministry of Tourism have signed a Memorandum of Understanding (MoU) aimed at strengthening tourism collaboration between the two countries.

Under the agreement, both governments will work together to improve the quality of human resources in the tourism sector through training and capacity-building initiatives. The MoU also seeks to attract greater tourism investment, encourage joint tourism development projects and promote sustainable growth across the industry.

In addition, Cambodia and Laos have agreed to facilitate cross-border travel by making it easier for motorists to drive between the two countries through simplified immigration procedures at border checkpoints. The measure is expected to improve accessibility for self-drive travellers, tour operators and regional visitors while supporting increased tourism flows and deeper economic cooperation.

The "Three Countries, One Destination" initiative reflects the growing commitment of Cambodia, Laos and Vietnam to strengthen regional integration through tourism. By combining their attractions, improving connectivity and reducing travel barriers, the three countries aim to increase visitor arrivals, extend tourist stays and enhance the competitiveness of the Mekong region as a premier multi-country travel destination.
