NEWS: Thailand’s US$366M Koh Samui Cruise Terminal Set for 2032

Proposed facility expected to welcome large cruise vessels and handle up to 400,000 passengers annually, with operations targeted for 2032

Thailand is moving forward with plans to develop a major cruise terminal in Koh Samui, a US$366 million (12.17 billion baht) infrastructure project designed to strengthen the country’s position as a leading cruise tourism destination in Southeast Asia.

The proposed Koh Samui cruise terminal, which will be located in Surat Thani province, is expected to accommodate large international cruise ships and support annual passenger volumes of up to 400,000 visitors. The facility is targeted to begin operations in 2032, subject to government approvals, environmental reviews, and successful project implementation.

The development follows recent government efforts to expand Thailand’s cruise tourism infrastructure. In May 2026, Deputy Transport Minister Sanphet Bunyamanee highlighted the importance of advancing the project and expressed support for securing approval to move the initiative forward.

Before construction can begin, the project will be required to complete comprehensive environmental and health impact assessments to ensure compliance with national regulations and sustainable development standards. The Thai government also plans to involve private-sector expertise through a proposed 30-year concession agreement, allowing a private operator to participate in the management and operation of the terminal.

The proposal is currently being reviewed by the Ministry of Transport and the transport minister. If approved, it will be presented to Thailand’s Cabinet for final consideration, with a decision expected in 2027.

The Koh Samui cruise terminal forms part of Thailand’s broader strategy to enhance maritime tourism infrastructure, attract more international cruise lines, and create new economic opportunities for local communities. A dedicated cruise facility would allow the island to welcome larger vessels that currently face limitations due to existing port infrastructure, while improving passenger access and supporting tourism-related businesses.

Beyond Koh Samui, the government is also exploring the potential development of additional cruise terminals in other key coastal destinations, including Phuket and Pattaya. These future projects are intended to create a wider network of cruise facilities across Thailand and further position the country as a regional hub for cruise travel.

With growing demand for cruise tourism in Asia, the planned Koh Samui terminal represents a significant investment in Thailand’s long-term tourism and transport development plans, combining improved connectivity with opportunities for sustainable economic growth.
